1.
I can't comment on using the Nikon DSLR but your main problem is the L398A meter just does not have good low light capabilities.
According to Sekonic's own website the EV range is 9-17 for reflected metering and 4-17 for incident metering at 100 ASA.
More than likely your DSLR will meter to lower EV than that so try it.
Also, there are many meters out there that can do much better lower EV numbers, probably EV 2 and up.
One meter that is famous for low light is the Luna Pro SBC, I have one and I am amazed how it can meter in such low levels. I believe the range on the Luna Pro SBC starts at -4 with 100 ASA.

 2.
Hang your film diagonally when hanging it to dry.
This will help your film dry faster and not let the remaining water run down the entire length of the film.

 3.
I did not have to remove the lens hood on mine.

I used a rubber bung to remove the ring in my lens.
I don't remember what size bung I used, I just bought a few different sizes around 1 1/2 to 2 inches.

 5.
Yes, this is an old thread!

I I have no idea why the adapter you got is giving you problems; but as to finding a Series 7 to 55mm the can be difficult to find.
Many times they are list wrong and are 55mm to Series 7.
There are some on ebay right now that Series 7 to 55mm even some labelled backwards in the title.

The key is to look for ones marked Series VII -> 55mm or Series VII/55 or Series 7/55mm and so on.

Here's one that appears to be correct even though the seller listed it incorrectly...
http://www.ebay.com/itm/Camera-Lens-Adapter-Ring-55mm-to-Series-VII-Series-7-Step-Down-Ring-/191216143299?pt=US_Filter_Rings_Holders&hash=item2c855ecbc3
I have no affiliation with the seller.
