For personal use, I often use the Windows slideshow option to view my numerous image files as a way of searching out overlooked gems (found a few too). (Browser in Photoshop CS overwhelms my computer and hangs it up -- hard drives (11) are too slow, even hooked up one by one individually. I wonder if something like that can be accomplished here as well. It certainly sounds like a fun project. IANAL, but for those of you who are: I don't mean to imply that photo.net should just "copy" or "borrow" ideas from flickr.com. Just providing an interesting example.
