1.
You might consider contacting:

Alex Ketzner

4382 Mark Allan Road

Keystone Heights, FL 32656

abstudios@live.com

He repairs and sells nikon scanners. He responded to me fairly quickly when I thought I had a software problem.

George

 2.
If your negatives are sharp, then, as Charles H commented, it is probably the scanner and/or the film holder. Most flatbeds have fixed focus lenses with very shallow depth of field, so if your holder does not hold the film flat your scan may be very slightly out of focus. Another possible problem is that the film holder may have to be shimmed to achieve an optimally focused scan. This is a trial and error process.

This site: http://www.betterscanning.com/ has some good info about film holders.

Also, the suggestion about diopter correction is very good. I have to use a +1 on my Nikon F3.

George

 3.
You might try the Vista driver from Nikon. It worked for me on Win7 and I believe I have read it also works on Win8. Anyhow it's worth a try.
George
