9.
WILL - just got back : You do not need film, BUT, (and I failed to mention this, sorry) you need to have the take-up spool inserted - AND the back needs to be closed, before the counter will work.
If you remove the 2 screws, there's a spring which seats against a disc. This disc is secured by a large screw. I would first check out the Spring. If it looks OK, I would first use 70-100% Isopropyl Alcohol (or lighter fluid) applying just a few drops on the disc mechanism.

 10.
WILL, I forgot to mention that the counter advance will work without film. Also, (as you mentioned) you can remove the 2 screws holding the button and see if the spring is seated and functioning properly.

 11.
Well sounds like the center buttom counter release mechanism is a little stiff - probably from lack of use. But you can continue advancing the film (you may have to waste the entire roll) and see if it stops at the next frame. It may works itself out with use. (Apparently, the center buttom may not have to come all the way out to work, but normally it does).

 12.
Thanks WILL for the photo link - and welcome to P.net
Your Rolleicord appears to be llb Model 3 made in 1939. (the serial # match too).

 13.
"When pressing the center it seems to slightly depress but sticks"
No it shouldn't stick. After you depress the button, the button then returns back to normal position. Are you pushing the button all the way in - firmly ?
