Try mounting your camera to a tripod, remove the flash and paint the scene with light during a long exposure like 30 seconds. Its a difficult shot to capture the entire scene unless you are directly involved with the investigating officers. But when done properly you can effectivly capture the entire scene with detail.
Otherwise you take the risk of leaving your camera unattended on a tripod while you walk around with your flash at an accident scene. Risky business if your solo.
