Because of budget limitations, the only scanners that can meet your expectations are either the Epson 4990 or the Canon 9950F. And frankly, flatbed are not my favorites when it comes to 35mm.
So, if you have any money left look for a used Minolta Scan Dual IV or even III for 35mm.
As for printers, ot hers will certainly have recommendations.

Use 120 films and respool unto 620 spools. Simple, cheap and works like a charm. 620 spools are sometimes available on eBay.

APUG (Analog Photography Users Group) has english, dutch and french discussions groups.

Film will be around for a few more years and b&w will probably outlast color film. But dont expect to be able to buy film in a camera store to way you use to.
My guess is that, save for large metro cities, film will only be available over the internet. Which is a good thing, cause then everybody will have access to it.
Distribution will the key to to film's continued use.

Absolutely. Exhibition quality prints to at least 13"x19" with the Epson 4990 fron 6x4.5cm film and slides.
The Minolta Scan Dual III or IV is for 35mm film & slide only.
