though not familiar with this particuar camera body, I'd think by analogy with other all-machanical bodies that I've seen, that it's caused by the shortening of the hot-shoe/pc circuit when the spocheret wheels are engaged (the second flash), it should not happen for obviously it's a pointless waste. If that's the case, then it might do it in the manual mode aswell... I'd be interested in knowing if it does?
legality of re-using cassettes

Hello. I've got perhaps a somewhat silly question that I thought of
earlier today and now can't get it out of my head. Like many people
I roll my film from bulk rolls, and using the cheapest approach
possible do it by taping the leader to a piece of film left over in
a garbage-resurrected cassette. So the question is this: suppose the
cassette is marked "Kodak Blah" while the film is something else, is
there a potential legal problem here? Thanks.
