Sanford
All focal lengths here are equivalents. Is cropping a 28mm photo to 35mm on a 16mp camera the same as shooting a 35mm lens on a 12mp camera?
Ed_Ingold
If taken from the same distance, on the same sized sensor, the difference is probably negligible. The perspective would be the same, and the resolution of modern lenses is so high, there would be no noticeable degradation. 1
Jochen_S
If DOF differences don't matter, yes. Cropping will get you more.

B/C different focal lengths compress or otherwise alter/shift background perspectives on shallower DOF shots?

I don't totally agree with that statement either. Once cropped, everything should be equal.

Jochen_S
I think you have to multiply the aperture setting for a similar 35mm shot with 1.25. Considering that 28mms tend to be not overly fast (Pentax f3,5, EF f2,8 IS, Soviet RF f8, Leica rerunning an f5.6) we might miss the chance of selective focus to be had with a somewhat common 35/2 or f2.8.
