"$20 is too high!"
Perhaps if you are shooting it, sending it off, and not saving and reloading the cartridge.
This is probably very limited production, no economy of large scale production. I would think most users willing to pay that much will be diehard reloaders. They will reuse the cartridge many times, slitting their own film from 120 or 35mm.
I shoot Minolta 16 and now have a dozen cartridges. I see the price for expired, unused Minolta 16 film had also gone up to $20 to $25 each. Fortunately I have all I need to reload.

If it could be done for a reasonable price I wonder if a Kickstarter type project could bring back in demand plastic photographic stuff from the past. You know,
Empty Minox cartridges
Empty Minolta 16 cartridges
Empty Mamiya 16 cartriges
Rear lens caps for Olympus Pen F film lenses (Oh please please please)
Other hard to find and expensive plastic photo accessories from the 1940's through the 1970's.

Although I'm sure they would never give out this type of information, I wonder how much 110 film is sold by Lomography. They have a lock on the market but I guess $7.90 a roll is not unreasonable for a 'dead format'. I have no interest in 110, the cameras just don't appeal to me. Besides, I can reload B&W into my Minolta's for less than $1 per roll.

I've shot a roll of the Delta 400 b&w and a roll of the Portra 400 color and had both of them developed and printed by Blue Moon. Both came out well, but surprisingly I preferred the color more.
(This is the basic Blue Moon print style: a 3 1/4 x 2 1/4 image on 5 x 5 paper.)
