Kodak and Ilford certainly do, so there is no mystery. So does Agfa with Rodinal.</p> <p>And, yes, over the decades I have seen contradictory usages of the ":" ratio among various manufacturers. Which is why it's sensible to consult the manufacturer's own technical literature for clarification. For one developer from one manufacturer, 1:2 may indeed mean 1+2. For another, 1:50 may mean 1+49. Read the directions.</p> <p>The only developer I've used in the past 10 years that required some head-scratching to decipher was Tetenal Neofin Blue, presumably because something was lost in translation of the instructions.
