What went wrong in this picture

Could be fogging, could be surging marks from agitation.

Do you see any evidence elsewhere of fogging? Checked the camera for the usual suspects? (Gummy light seals, debris jammed in the film door area, etc.)

What type of reels do you use? Plastic reels tend to contribute more to surging than do stainless, so they require somewhat greater care with inversion agitation.

Thanks to all so far. I also think this has either to do with wrong agitation or fogged paper. Tonight I will scan the negatives and see if this is actually visible on the negs. too. If not, I need to shop for a few boxes of fresh paper. Will report back asap.

No you can't. If it is a black line on the film, then the problem is not agitation. Black is density and only exposure and development make density. That sure sounds like fogged film to me. How it happened is anybody's guess, but I'd start with a very close look at how I handled the film prior to processing. Look for light leaks everywhere along the chain.
