Yep. It seems underexposed. You should try redoing it and bracketing.

A photo is about an intelectual task. It doesn't matter much if it was made in one exposure, in two exposures blended on camera or in two exposures blended on photoshop.
It's NOT just a blending exercise because there's a great IDEA behind it. And that's the photo. The technique involved doesn't matter much.
Of course the idea of making this in one exposure impresses us for the difficulty, but this one is great anyway because it's well made. You can't see a flaw, so whats the deal if it was made with photoshop?

Yep. Bird photography is really tough. But I think you got a good shot. The body of the eagle is sharp and the wings are blurred, suggesting movement, what is nice. Keep Shooting.

I like the effect of the graduated filter, although I agree it seems strange on the sand. My only critic would be about the excess of elements in the picture. I think it would be better a bit to the right, with both "things" in frame, but not the boat. Nice colors, by the way.
