Try using a wider aperture. Your choice of f/16 at 1/400s got your ISO setting to go up to 1000. You need to keep the ISO as low as possible, a low ISO and wider aperture will give you a sharper image and blurred background, you can get the shutter speed as low as 1/100 handheld and slower with a tripod...

I am with John and Stephen, although a nice capture, the colours are not right, the mountains also have a glowing edge... Try adjusting the colours individually instead of an overall adjustment... Hope this is helpful, and keep on shooting!
