I agree with Craig that any of the many piers would be fine places for sunset shots. Santa Monica pier with its Ferris Wheel and neon is larger and possibly has more opportunities for creativity that the others. Sunsets will depend on mother nature and the smog levels.
Palos Verdes is a beautiful place with its rocky shoreline. Here is a wide angle shot of Pt. Vincente Lighthouse from the interpretive center. It is a also a great place to shoot brown pelicans and red tailed hawks if you are interested.

It looks like you have already gotten some very good advice here. I am a Nikon shooter so I have no experience with Canon glass but I would agree that neither lens sounds great for shooting surf. When I started shooting surf from shore I was using a Nikon 300 f/4 with a 1.4TC on a 1.5 crop frame camera with surprisingly good results. This was my poor man's big glass. I have since upgraded but the point is that you need a LOT of reach to shoot surf from shore. I have even shot with a 600 with a 1.4TC on a 1.5 crop camera (see below). I believe the 100-400 is a good quality lens and might be worth saving for, and it will be quite versatile for your other shooting.
Daniel's comments regarding manual exposure were right on for shooting surf. If there are not a lot of passing clouds he has given some very solid advice there. I have also found that my shots are quite flat out of the camera and generally need significant black point and contrast adjustment in Photoshop to get some pop.

Well everyone is expecting lots of big surf this year because of El Nino. Of course you never really know when things will be the best. If you are here to surf yourself you might want to wait until all the pros leave down after the contests in late November through December. It gets a little less crowded. Of course if you are just coming to photograph the Pipe Masters in mid-late December is quite a show. The surf here can be good any time from November through March.
Sorry to hear that. It must suck. I hope you heal quickly.

  5.
I am going to try this post again with some spacing. I apologize if the previous one worked on your computer, but on mine I only see the html code.

Thanks! This was our first big winter swell of the year and some really good Pipeline. This is just about as big as Pipeline can handle and a good swell direction. My only regret is that I missed shooting in the morning when the wave if more front lit. Here are a few more:
