It looks like the people are in focus, but your shutter speed was a bit too long adding blur to the people.
Try a stop faster on the shutter speed. This will also reduce your DOF when you open up one stop to compensate for the exposure.
This will give less motion blur on the people making them appear sharper and still give the blur effect when you pan.

This is really nice. Reminds me of my vacation there with my girlfriend Susan this past summer.

Saw how translucent the jellies were so I decided to light them
remotely from behind. Used a fast shutter speed to eliminate the
ambient light. Only 2 light sources were used: an off camera flash
held by her husband high to the left and the one from behind the jars.
A card (file folder) was used to block the light from the right side.
Due to deadline, I only had 5 minutes so I had to work fast.

This can either be a space shot of a large canyon somewhere, a close-up of a rock formation, or a macro shot of flat rock.
I like how it makes you think. Really Cool.

Bears have been a big problem in the Aspen area over the last month.
This cub along with its mother and sibling were captured to be moved
to an undisclosed location by Division of Wildlife officials. The
bruin family made its home in the downtown core of Aspen, Colo., and
have created a stir among tourists and locals. Because of the bears,
police were forced to close off the mall infuriating business owners
as customers were not allowed into the area. DOW decided it was time
to move the bruin family. Several DOW officers were helped by police
and fire fighters to tranquilize the mother and capture her cubs so
they can be moved.

I have no idea why. I think it surprised him. The kids were all OK after and finished the trip. JUst a scary moment on the river.

Separated from its mother, a frightened bear cub peeks over a bed of
daisies. The Aspen police kept the cub from running across Main Street
during rush hour. Its mother ran across the street with another cub in
tow and left this one. No word on if the cub found its mother.

This bear was caught after it broke into an Aspen, Colo., home. The
DOW tranquilized and tagged it "Red 68" then let it loose 100 miles
away. I talked with the DOW officer three days later and he said the
bear was back in the neighborhood. He hasn't been caught again but
chances are high and when he is, will be euthanized. A Colorado DOW
"Two Strikes" policy. Two bears were killed last week by DOW within
days of each other for being overly aggressive.

Driving through the pass one day during a red sunset and spotted this
cloud forming. I found a small, very small, pond and worked the scene.
Finally, after the winds began deforming the cloud, caught this image.
I got low to the water which also obstructed the road and passing cars.

Love the motion and the "overexposed" Moon doesn't bother me.

I like how the person in the yellow pops out at you. I just wish you were a tad higher to separate the crashing waves from the person's head. It's still a nice photo though. Thanks for the comment on my rodeo shot.
