Tris, I actually agree with you. It seems that many people think they should give a 10 to 10% of all the pictures. Of course, they need to be taken aside and sternly lectured on the normal distribution.
On the other hand, since photo.net keeps everyone's scores by name, how hard would it be to normalize each person's scores to a normal distribution? In other words, should Joe Blow's 9 really count the same as your 9?
Hell, even HotOrNot.com normalizes scores before averaging, and they have to grapple with anonymous voters.
All this doesn't change the fact that the rating system is probably flawed anyway. I would prefer something like:
Would hang on my office/cubible wall. yes/no
Would decorate bedroom with framed print. yes/no
Would frame 8x10 and present to girlfriend. yes/no
Would print on T-shirt and wear same to college basketball game. yes/no

I especially like the half-fallen off door on the left side of the building - adds to the derelict look. The paint colour is also quite special. I agree about the sky.

That's a lot of green in there, but it contrasts well with the brown tree trunks. Great stuff.
-
Good take on the idea of facelessness in the army.
-
I like the harsh contrast of this. Good one
-
The overexposed line on the left distracts from the tree.

This would be a powerful picture in a brochure about environmental pollution. Well done.

Somehow looks empty and sterile. Those walls look like concrete. Somehow, it makes me think of "G-d deserted by His people".
-
Very mysterious look.

A young kid faces his future. Or, a young kid meets the past. Very symbolic.
-
The sand in the foreground seems overexposed. A graduated ND filter might have helped.

This is my favourite photo out of your Portraits folder. The harsh lighting, the harsh jacket contrast very well with the rugged femininity of the girl.
-
Way too much featureless expanse in the foreground. And a bit dark overall.
-
Interesting lighting effect on the right. What did you do exactly? It might have been a good idea to make this the centre of interest - as it is it appears to be cut off abruptly.

You really shouldn't be pointing a flash into a baby's eyes, you know!
And apart from damaging those eyes it makes the photo look bad. Available light is good. Use it.

I was just about to say that it was too dark when I noticed that Tony had beaten me to it. I'm glad someone agrees.
Yeah, I think it's just too dark. At least a stop. :)

I would have preferred the moon on one side or something

The juxtaposition of the skater and his shadow is great. Well done.

If it wasn't for the title I wouldn't have known that this was a picture of an owl. Perhaps you could have got in closer?

Nice light, great capture of mood and texture of the wall, and an example where breaking the rules works.
-
It's my opinion that this picture is degrading both to dogs and the US flag, but what do I know about either?
-
Interesting geometric shape provided by the various elements of the picture.
I don't like the edge though and I would prefer a bit more contrast.

Very nice. I can feel the cold! And it looks like a painting somehow.
The cut-off bird at the bottom of the frame is a distraction though.
Three Poles

In my mind's eye of this place, the sky is deep black, with shining wisps of white cloud. The poles are also dark, but backlit by the low sun. The water has great depths of tonality.
And I know very well that I couldn't take this photo if my life depended on it. I also know that quite a few photo.netters probably could.
This is the kind of tonality I'm thinking about.
