I process roughly 4 TB of video every three months, and nothing is moved to the Cloud unless I direct it. I suspect you are sticking a card in a reader with LR open, and letting LR execute transfers. A better procedure, on solid IT ground, is to copy files from memory cards to a hard drive and directory of your choosing. If LR tries to do it, simply decline (close the dialogue box). I use an SSD when compiling video. The operation is more efficient if you read from one drive and write to another. I see many cache files on it, but they're on a revolving table - first in, first out. I haven't run out of SSD space in the three years I've used this procedure. I also specify that scratch files should be kept near the source files, when possible. If you churn to the Cloud, that can really slow processing down. They were from my archive of old F1 recordings and I’d never opened the folder in LR. LR caching videos from random locations is a known bug.
