<p>Have a look at the image with the "info" panel in photopshop. Move your cursor around the image and see what's going on. You can see the highlights and maybe the mid-tones are desaturated in the blue channel, and in the dark tones of her hair and eyes the blue channel dominates. That might give you something to start from.</p>

<p>You might be noticing more than simple tone or color. Her skin appears to be smoothed, or blurred. The smoothing might be confusing your eyes a little. You can create a mask on the skin and then apply blurring to the skin only, as well as adjusting saturation and color. Or you can use a plugin like BeautyBox, which creates the mask automatically and allows you to make many types of adjustment, such as smoothing, color, hue, saturation and contrast.</p>
