<p>At least it's nonexclusive...the photographer could still sell or license the images to others. I don't think NASA would be interested in profiteering. Their history is more like sharing with the scientific and educational communities. Profiteering beings a risk of negative publicity, which is something NASA can't afford to have. As long as the photographer is credited, it could be very good publicity. It might help sell other images for the photographer.</p>
