When I scan using my Nikon scanner and Vuescan archival settings, I get very noisy scans almost regardless of settings. However, 4 x6 prints of the negatives look very nice. In my last roll there was a frame of a man's head and shoulders and a dark (in shadow) background. I had taken an incident light reading. In the print the face was fine but the dark portions were blotchy. It is my guess that the same thing is happening in your scans.
