Yes, it is supposed to be like that. Find something that is as close to the density and thickness of the existing foam and it will work out ok. It helps keep the paper and negatives in close contact. I refinished mine with a material that is a bit more dense and a bit thicker than the original and it still works ok, but I find that I need to clamp the lid down tightly with a bulldog clamp for good contact.

I had the exact same thing happen to my Paterson contact printer. I got a piece of 1/4" foam rubber from the craft store, which was yellowish. Since I couldn't find any in black, I bought a package of black Rit dye and dyed it. Cut it with a straight edge and razor knife, glue it on, and you're done. It looks as good as new.
