Getting rid of white spots

I have a couple self processed rolls of Agfa APX 400 that have what looks like

mineral deposits on the shiny side of the film. I've tried soaking the negs in

photoflo and squeegee-ing them off but they seem to be stuck on there pretty good.

 

What other home methods could I do to get these off, or even bought methods?

Are you sure that you fixed the film completely? That can leave a milky look on the back. If your water supply has a lot of dissolved minerals in it, usually lime, you might try soaking the film in an acid stop bath and see if that loosens or disolves it. Then treat the film in hypo clearing agent, rewash, photo flo, and dry, but use a different source of water, or distilled water, fo mixing the chemicals as well as the wash waer.
