How does one get an image selected into the 'Top' photos?

By default, you see the photos with the highest average ratings that have been submitted in the last three days.

 

People usually rate these photos when they are submitted for critique and rating. There's a link on your portfolio management page to submit an image.

 

It is hard to get on the Top Rated Photos page because of the many users submitting images and because of some abuse of the system (people rating their friends very highly, people making up multiple accounts to rate their own images). This may be tempting, but if it is often obvious to people viewing your images and moderators looking for accounts to "clean up" (i.e. delete).
