It sounds like you missed this: https://support.microsoft.com/en-us/help/4057281/windows-7-support-ended-on-january-14-2020 Microsoft stopped supporting Windows 7 on 14 January, 2020. I haven't used Windows 7 for like 4 years, but Nikon's firmware program is simple enough that it might run on Windows 7 to extract the firmware binary. Almost true, unless your business has paid for Extended Support up to Jan 2023. :) I'm not real worried as I've got a Win 10 laptop, but hadn't spotted the end of support for Win 7 by Nikon.
