1.
Your problem of the mirror sticking half up is purely the camera and not the lens. This behavior is specifically designed to signal to the user that the camera battery is exhausted and needs to be replaced. Removing the battery for a few minutes and reinstalling lets it slightly recharge, but it's still finished and must be replaced. Nothing about this tells whether the lens is working properly.

 2.
You are correct as to the basic function of the teleconverter. However, the Komura Telemore 95 is outstanding as the worst medium format teleconverter ever pushed out into the market place. I received one in a package of Pentax 67 equipment. First use results seemed odd; later tests showed it to be terrible, even for a cheap converter. While more costly, the last versions of the Pentax 1.4x and 2.0x converters [grey body] are very good. The 1.4x is excellent, if expensive. My Telemore? I sold it at a swap meet for $75 and suffered pains of guilt for several weeks.
