It is the lady in the image that draws the eye and hold it. After a while the eye roams to find interesting textures. They help the image to hold the eye a little longer but do not compete with the subject to which the eye returns. At best the textures can be considered counterpoints.
Nice simple composition. If I had such oppertunity I would also try having a single boat in the frame and also move to the right to have both the boats on the opposite ends of the frame.
A nice example of counterpoint composition. The step fencing forms a connecting line for the eye to travel between two contrasting points of interest. The dry branches provide visual tension which accentuates the subject.
