Either. Asking can lead to a "set up type false photograph" but then it's down to you to relax the subject. If you chat to them and act natural and friendly they will respond in same way.

Just taking the pix can give you that special moment which would be lost if you were asking. I suppose the secret is to" blend in and be part of the general scene".
