How many photos should i rate to get new quota for my photos upload?

One suggestion, at Gallery Top Photos there should also be "filter" by the category.

Why is it so hard to write a few words as a comment to the photo which
you rated? Many of those who do not have photos give bad ratings
without explanation. It also does not seem fair to me that the photo
rating is giving by someone who does not have the photo in the same
category or does not like such category. I think that someone, who is
in nature or study or etc. photography has a different "view" of
street photography.
One suggestion, at Gallery Top Photos there should also be by the
category.
