Since billboard art is typically rendered at resolutions as low as 9 dpi, a six megapixel DSLR will provide plenty of resolution presuming you shoot a good sharp original file. I had several shots from my original Nikon D1 (3 megapixel chip) used to fill about half of a full sheet billboard and the images looked great. I have a couple of clients who have used my photos from my D1x's this way, and also on bus wrappers (those ads that cover the entire side of a city bus).
