1.
I was in the Canadian Rockies in 2009 and had the privilege to visit the Tsuu t'ina Nation Powwow. Even though this is a not tourist event, I would suggest to inform at some of the Canadian First Nations if any of their wonderful traditional events can be visited.

I disagree. Even though I will not be able to afford it, or make sacrifice elsewhere, I believe this lens caters for a specific need for Pro's. The people that will use this, will probably see this as an investment, not a toy.

 3.
Sienna, Lucca, San Vincenzo, Montepulciano.... I would not stay for more than one day in Florence, unless it street photography you're after. No car means limiting yourself to mostly Florence. Don't forget to get navigation too, as is in the countryside many smaller roads do not carry street names.

 4.
Avoid it like the plague, the same goes for Berlin and Barcelona. I believe these places are worse than Detroit. Even Dr. Claw wouldn't go there.........

 5.
What is the event like? I don't really see what your question is? Is to go with a group or the go alone? Only you can decide!
Groups are safer, but you have to adapt to their schedule.
I have no idea if Vietnam is a safe place nowadays. It was when I was there.

 6.
I took a boat trip on the Mekong river in 1999, so I may not be the person with the most up to date info but I remember the beauty of the river. I was in Saigon/HCMC then, and could not go down the delta due to flooding, but traveling on a small boat was the way to go.

Have fun!
