Perhaps those people who consistently give negative ratings and don't leave comments are: 1) natural born cynics; 2) poor critics; 3) don't really like photography. Or, all three.

I don't understand a 3/3 rating either. However, I also don't understand why people react so negatively to low ratings. If you put your work on the web for criticism, you implicitly agree to take your lumps.
