For a powder to be usable it must be first mixed as a stock solution from which subsequent dilutions are specified and that is the pervasive assumption.
Alternatively, liquids are assumed to be useable from the bottle and dilutions are predicated from there.
In your case, one from the bottle and add four water.
Ratios.... nevermind.
