Thanks Stephen, for that comprehensive comment. When I work on picture, I also put it in a print format of 45x30 cm. So if I cut bottom part of the image I could not develop photo in wanted format. That's first reason. The second one is that it doesn't bother me because I didn't wanted picture to end where water flows on the rocks. The composition or the flow thorough the image doesn't feel right.
About OOF (out of focus), rocks are not oof, they are just under water, and because long exposure time of 1s it gets blurry.
