As a follow up, I'll share the information I just received from DAG
regarding the cause of my Minox B problem with the meter when
employing the ND filter:
"There is an open circuit in the meter system for the nuetral
density switch & that needs repair."
Makes sense. Looks like I'll be sending it into DAG after all.

You own four B's! I'm impressed. I'm just getting started in the
Minox hobby and have two B's and an LX. As wonderful as the LX
is, I prefer the B for the aethetics of its looks and the total control
you have over the picture-taking parameters.
As for the non-working second meter position on my B, I could
have sworn the meter changed properly when I first bought it
used. Now, it doesn't, leading me to wonder if the problem is
simply operator error or something I did wrong. The second
meter reading system is suppose to go into operation as the
filter slide bar reaches the end of its play and the ND filter goes
into place over the lens. I don't know if the actual mechanism in
play here is electric or mechanical, but it appears that it is not
reachable without taking the camera apart--something I do not
feel comfortable doing. The camera is super clean and
functions wonderfully otherwise and I hate having to send it to
DAG for only this problem.
I am acquiring another B soon with a stuck shutter speed dial.
Any ideas on what could be causing this problem?

Thank you, Martin, for your reply. But, I need to know exactly why,
in a mechanical sense, my meter is not switching to the
secondary mode when I slide the ND filter into position. I'd like to
correct that, if possible, without sending it in for repair. Thanks
again for your kind reply.

Thanks for your interest in this issue. Actually, the small dot next
to the open triangle on the rotating meter disc on the B is the
compensating marker for when the green filter is used. The B's
meter should automatically conpensate when the ND filter is slid
into place over the lens. This is not happening and I'm hopeful
there is something I can do about it without having to send it to
DAG. Let's see what others have to say.

Hi:
I'm new to this group but have searched the archived files for an
answer to my question before posting here. While shooting a
role of Minopan ASA 25 film on my Minox B, I noticed that when I
slide the ND filter into position while shooting outdoors in bright
sunlight, the subsequent meter exposure reading does not
change to reflect the decreased light intake of the filter. The
meter reading remains exactly as it was without the filter, leading
me to believe the part of the filter assembly that slides over the
selenium sensor is somehow not moving when the ND filter is
smoothly slid over the lens. Is there anything I can do to correct
this situation, or does it require a DAG intervention to repair? My
other Minox B, loaded with Minopan ASA 100, functions normally
and sliding the ND filter over the lens results in an entirely
different meter reading, as one would expect. Any suggestions?

Although I own a Minox LX and use it for color photography, I still
prefer the looks and the feel of the Minox B for color and B&W
photography. I like having more control over the shooting
parameters and the superb lens coupled with the more classic
aesthetics of the B make it a favorite to many people.
