Here is a photograph by Peter Keetman of water drops on a glass surface. But it is quite different than what is shown in POW.
I was not able to find his photograph named "Thousand Faces."

I looked at the picture several times during the week trying to appreciate its feel but still it remains dull and boring. The only thing I appreciate is the similarity of the structures but that may be because of the architects running out of imagination rather than how the photo fills the frame.
I thing the editors ran out of imagination on selecting the POW.

This is such a sweet photo !! 10/10 on every count.

The photo does convey in a simple yet strong way the message of a city turning into a "concreate jungle" and a resident feeling like a small cocoon surrounded by these sky scrapers.
However I am not sure if it does anything to cheers us up in terms of originality or asthetics or it adds a new dimension to the way the mood of a city/megapolis can be captured.
A simple photo of a Bombay slum thriving by the side of a skyscraper would convey more meaning.
The editors have given a strong emphasis on the grain of the photo as a deciding factor but to me it fails to impress.

This is a stunning image. Great color composition and brillient effect with the water blur. Thanks for sharing the technical details. That's a little I learned today.

Nice use of light and the broken curves give a great effect to the photo. Congratulations on POW !!
If somebody thinks this has been done before by Popular photography then he should substantiate it be giving a few photos here.

Some observations:-
Strong sunlight is making eyes look dark, also her right side of face is also a bit darker than her left. A reflector would have set it right, unless you intended it that way.
I think you could have done better with the background as well by making the model stand at a place where the water appears more uniformly rather than the grass.
What is it on the top of her head, the small white spec? It looks a bit odd to me.
