Well, for sure this is not permanent tattoo, but still a tattoo - see below quote :

"Temporary airbrush tattoos (TATs) are another kind of temporary tattoo. Like other forms of temporary tattoos, TATs are applied to the surface of the skin and do no damage to the skin. Semantics Loic ;-) While I myself am not into that I did take some photographs of heavily tattood and pierced women so I know a bit about the permanent variety.
