On the composition side, the horizon is very close to mid-height; on the post processing side, there are completely burnt-out white patches in the clouds, as if some adjustments were overdone (it doesn't bother me when viewed in a small size, but in large it's clearly noticeable and decidedly distracting.)

I agree with half of what Tomek said: that there are distracting patches of blown clouds. However, I have no problem with the near-middle location of the horizon; the 2/3 concept is a rule-of-thumb, not some artistic dogma.
