I was not sure what you were saying with this picture. Is the focus on the building or the statue? Is the irony that there is a statue of old times in front of a new building?

 

The building is fairly uninteresting. The statue in front of the building could have been interesting had the shot focused on the statue to one side of the frame so that it could be seen against the new building for contrast.

the statue is playing a violin , music is about rhythm , the background architecture is another type of rhythm . Is all about rhythm

those bells are just decoration during xmas
