The whole composition works: Besides the eye in the sky effect, you have neatly individuated clouds lined up forming a neat band parallel to the sea; the reflection of the light on the water is beautiful; the surf provides lots of detail for the eye to explore, and the range of tones is perfectly controlled, right up to the darkened beach at right.
