Sure, its scientific name is Parhelion and is a circular rainbow formed thru ice crystals in very cold temps. Usually near a river or lake.

As for sundogs, sometimes only one bright colored spot is visible to the side of the sun, although I once saw the entire circle with the sun at the center while flying from Miami to Atlanta.

 

When one spot appears, it is usually through high cirrus when the sun is near the horizon, morning or afternoon, at any latitude and in any climate. The perfect one I saw from the airplane was over central Florida in June, formed when the plane flew through the top of the cirrus plume of an afternoon thuderstorm.
