From films and television, I've learned that anyone can serve as a spy. So the image by portraying the lone human subject wearing business clothing and walking his dog, may tor may not be engaging in spying of one sort or another. The environment the image portrays is one that may be found in any location. Yet, I must admit that the location's shabby, shopworn appearance supports a hypothesis regarding spying , especially in one who already has predilections to that effect.
