If they spot you I think there would be a loss of candidness. I always look for a story and try not to interrupt it.

Good advice there. I suppose I may be trying too hard sometimes to force an interesting picture out of what is a pretty mundane street scene. cheers and kind regards for the comments.

I have the same reaction as you. I don't know that you have to force a story, but you can find them. I don't see much of a story here and I'm not sure catching their attention would have added anything, unless you found some interesting way to pose them in an environment that helped the storytelling.
