Does it work?  Yes, to a degree.  It's not a masterpiece but it's an interesting interpretation of the Marina Bay Sands Hotel in Singapore.  They used to sell filters to achieve this effect, no filter necessary with 90% humidity.  My only criticism would be that the entire image leans to the right.

I, also, knew what & where.  As for the effect... it's ok, I guess although, @ 1st glance looks strangely out of focus (even though it's not).

I learnt that the humidity in Singapore is so great that whenever you pulled the camera out of a bag, soon after leaving an air-conditioned building you simply had to wait for the fog to clear from the lens. A friend thinks he also had fog on the sensor itself as he got terrible shots even after the lens cleared.

 

I do like this effect in this shot. The rest like this were not interesting.
