Not bad for a start. I noticed that no part of the picture is really in focus. You exposed at 3/10 of a second and cranked the ISO way up to 6400. So I assume you handheld the camera. I would guess that you'd gotten a better result with a tripod, decreasing the ISO and prolonging exposure. Of course that would have smoothed out the water a bit more and I am not sure whether you would have liked that look. If you don't have a tripod, a rolled up sweatshirt or a bag filled with beans works in a pinch.

Finally, you might want to visit the location a bit earlier in the evening when there is still a bit of natural light in the sky. That way you might get a nice combination between artificial and natural light. It also would allow you to keep the exposure a bit shorter, so the brightly illuminated building wouldn't be overexposed as much.
