I'm not very sure about the exposure. Too bright I lose the feel of

night, or too dark I lose the details in the image. Is it going to be

better to take this picture soon after sunset so that the dome can

separate from the sky?

I like this very much; it's a good view of the observatory and the city at night.  Yes, you could photograph it sooner after sunset and show more detail, but that would be an entirely different photograph, IMO.  This is great, and I'll bet you can find additional great photos of this area.
