For me, a portrait of a mask is like a portrait of a mannequin---educational for purposes of composition, subject placement and lighting.  The mask covers facial and expression details and, consequently,  the face cannot contribute to the story.  Good color, good separation of the subject from the background, nice balance with her fan and her headpiece, nice pose and a circular design that keeps the viewer's eye going from head to fan to drape to arm to gloved hand and back to the face.  While the crop might be a bit tight at the edges of her headpiece, there is nothing that leads the eye out of the frame.  This has high impact based on color alone.
