Burak the steel rods and wires on the window must be for the security and child protection. But here they give the feel of a cage. Fortunately the child's innocent expression does not support this feeling. The yellow structure on the right gives the touch of ethnicity to the image, but in my opinion cropping it out would  bring more emphasis to the main subject. And about the caption, my interpretation is not looking for the news but for waiting for someone who will take the child out to the park or candy shop.
