Well, I don't know what the laws of G. B. might be on the issue, but in the U.S. the flag code would declare this to be illegal if it were based on the U.S. flag.

Fortunately we are considerably less anal about our flag in the UK.  Of course, the Union flag is also a far more attractive piece of design than the flag of USA, and is more easily producible in a situation like this.
