It is so fluffy. This was taken in October, 2012, so it should not be a baby

bird since is it not small.

 

Why do fluffy?

That's a difficult one Sharon.  My best guess is a female House Sparrow, but it is just a guess.  They are supposed to be brown and this one looks more gray.  If I have trouble with an ID (which is often) I go to whatbird.com.  See this link

This forum helps with bird IDs.  You have to join to use it, but they have some real experts.  As to the fluffyness, you could ask on that forum also, but my guess is that it is just the bird slouching.  Just like our bodies can take various shapes depending on our posture, they are the same.
