Yes, it seems to be a difficult lighting situation, but I truly believe that every challenging situation is an opportunity to put or creativity to play!

IMHO, using fill flash would have been one option... 

I may think that the flag is an important part of the composition... mmmm, ok.. what if you would have turned the model toward the flag...? I can see that the flag side of the young lady is illuminated (look at the hat) while the other side is shadowed... Turning the model 45 degrees to the flag side and locating your self at this side you would have put her face into the light but also still with shadows that provide a 3D sensation.

Now, with the digital era, there is not WASTING of FILM any more... so I encourage you to unleash your imagination and creativity and shoot as much as you may want....! Something interesting has to rise!
